四届次会议第66号提案的答复

 

 

3委员:

提出的《关于在太保公园设置安全标识部分路段禁止骑行的建议已经隆阳区人民政府研究,并安排有关职能部门办理,现答复如下:

一、道路基本情况

太保公园现有道路为太保山(市委党校北门)至大宝盖(护林站)路段约7.8KM。其中,太保山(市委党校)至名人堂路段约 1.5KM,名人堂至大宝盖(护林站)路段6.3KM。目前道路延长线隆阳区沙河至大宝盖山森林防火通道正在建设,道路起点K0+000位于沙瓦线K1+550处,途经八角汪塘护林点、老牛圈护林点、在大宝盖山护林站处与现有老路相接,新建道路总长约14.92公里。截止目前,道路路面铺筑全线已完成,正在进行生命安全防护工程、标志牌等附属设施的建设。

宝盖山道路修建因受地形地貌限制,道路建设线形差,弯多路陡,行车视距受限,确实好多地方存在通行的车辆会对骑行电动车、自行车及行人造成较大安全隐患的问题。目前,虽然在道路两旁设置了路灯、安全护栏、隔离挡墙等防护设施等仍然无法杜绝事故的发生。根据相关部门统计,近四年来在已建成路段太保山至大宝盖发生的交通事故,接到报警的共三起:201578日,太保山至大宝盖 K6+700 米处小型越野客车侧翻,死亡乘客1人;2017721日,太保山至大宝盖 K6+250 米电动三轮车侧翻 ,死亡1人;201813日,太保山至大宝盖 K7+100 米处电动车侧翻,驾驶员及乘客受伤。

二、具体回复意见

根据保山市交通运输局关于对隆阳区保山坝旅游环线公路建设项目的规划,目前修建的沙河至大宝盖山森林防火通道为环线项目的组成部分之一,后期将会继续推进环线建设,进一步完善路网,改善车辆通行条件,方便广大市民的出行及健身活动的开展。在道路通行条件未得到改善前,为保障市民健身安全,提出以下答复:                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                            

(一)是园基本情况:677对现有道路弯道存在无凸面镜或凸面镜受损的情况进行排查,进一步完善上述凸面镜装置后,可提升交通参与者的可视范围,对预防和减少道路交通事故的发生起到一定的遏制作用;

(二)下陡坡,多处连续急弯,对骑行电动车、自行车健身的确存在诸多不安全交通事故隐患的地方,在陡坡起点处设置禁止骑行(强制下车推行)标志,让骑行市民在该路段养成下车推行习惯;

(三)实将名人堂、小宝盖、大宝盖三个森林防火检查登记站的护林工作人员纳入公安交管部门的劝导员实施管理,对上下骑行健身的市民开展登记劝导;

(四)强化该路段的巡逻管控,做实交通安全宣传提示。根据时间节点,定期不定期加强路面巡逻,加大对骑行健身市民的提示警示,从源头上预防道路交通事故发生,最大限度维护市民的出行安全。
